8. Pre-deployment training manager (Bolling AFB)

Booz Allen Hamilton is looking for someone with management/leadership experience, a Bachelor's degree and deployment experience. Having a training background and/or instructor certification would make them a very strong candidate.


The person selected will manage a training program and six instructors designed to prepare DIA civilian intelligence analysts for deployment to combat zones. This training (as I understand it) does NOT include weapons training and other hard skills. The training prepares the analysts for deployment life and conditions. The program is run from the DIAC on Bolling AFB.


I think this would be a great opportunity for a recently retired or separated military member who is interested in living in the DC area and continuing thier career assisting military personnel.

The United States Secret Service is mandated by statute and executive order to carry out two significant missions: protection and criminal investigations During the course of their careers, special agents carry out assignments in both of these areas and must be available to be assigned to duty stations anywhere in the world.
The Secret Service protects:
The president, the vice president (or other individuals next in order of succession to the Office of the President), the president-elect and vice president-elect
The immediate families of the above individuals
Former presidents, their spouses for their lifetimes, except when the spouse remarries. In 1997, Congressional legislation became effective limiting Secret Service protection to former presidents for a period of not more than 10 years from the date the former president leaves office
Children of former presidents until age 16
Visiting heads of foreign states or governments and their spouses traveling with them, other distinguished foreign visitors to the United States, and official representatives of the United States performing special missions abroad
Major presidential and vice presidential candidates, and their spouses within 120 days of a general presidential election
Other individuals as designated per Executive Order of the President
National Special Security Events, when designated as such by the Secretary of the Department of Homeland Security
The Secret Service investigates:
Violations of laws relating to counterfeiting of obligations and securities of the United States
Financial crimes that include, but are not limited to, financial institution fraud, false identification documents, access device fraud, advance fee fraud, computer and telecommunications fraud, electronic funds transfers and money laundering as it relates to the agency's core violations
Computer-based attacks on the nation's financial, banking and telecommunications infrastructure
Foreign Language Proficiency
A one time recruitment bonus, 25 percent of basic annual pay, will be paid to newly hired special agents, who are identified as having a foreign language skill and can test at the S-3 level.

This level requires that the applicant be able to speak the language with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations on practical, social and professional topics.
The recruitment bonus must be approved prior to the applicant's first day of employment and will be paid as a lump sum, upon successful completion of all required training and graduation from the U.S. Secret Service training program. The actual payment will depend on the availability of funds.
The Secret Service also has a Foreign Language Cash Award Program. This program pays a cash award of up to 5 percent of basic pay to any individual who possesses and makes substantial use of one or more foreign languages in the performance of official duties.

Steps to Becoming a Special Agent
Requirements and Qualifications
To be CONSIDERED you must:
Be a U.S. Citizen
Be between the ages of 21 and less than 37 at the time of appointment
Possess a current valid driver's license
Possess visual acuity no worse than 20/60 uncorrected, correctable to 20/20 in each eye
Note: Lasik, ALK, RK and PRK are acceptable corrective eye surgeries for special agent applicants. Applicants will be considered eligible for the special agent position provided specific visual tests are passed three months after Lasik surgery and one year after all other surgeries.
To qualify at the GL-7 level you must:
Possess a bachelor's degree from an accredited college or university with superior academic achievement.
Superior academic achievement is defined as meeting at least one of the following requirements:
Being in the upper third of your graduating class
Having a grade point average of 3.0 or higher out of a possible 4.0, based on four years of undergraduate education or based on courses completed during the final two years of curriculum
Having a grade point average of 3.5 or higher out of a possible 4.0, based on required courses completed in your major or required courses in your major completed during the final two years of curriculum
Being a member of a national scholastic honor society that meets the requirements of the Association of College Honor Societies
OR

Possess at least one full year of graduate level education (i.e. 18 semester hours).

OR

Possess at least one year of specialized experience equivalent to the GL-5 level which is in or directly related to the line of work of the position.

Specialized experience is defined as assisting in:
Carrying out investigations of alleged or suspected violations of the law
Conducting surveillance and undercover activities or operations
Apprehending and arresting persons suspected of violations
Organizing evidence for presentation to prosecution officials
To qualify at the GL-9 level you must:

Possess a master's or equivalent graduate degree (such as LL.B. or J.D.) from an accredited college or university

OR

Possess at least one year of specialized experience equivalent to the GL-7 level, which is in or directly related to the line of work of the position.

Specialized experience is defined as independently:
Carrying out limited investigations of alleged or suspected violations of the law
Conducting surveillance and undercover activities or operations, raids and/or seizures
Apprehending, arresting, interviewing, and interrogating persons suspected of violations of the law
Organizing evidence for presentation to prosecution officials
Selective Service
As a condition of employment, male applicants born after December 31, 1959, must certify that they have registered with the Selective Service System, or are exempt from having to do so under Selective Service law.
Physical Fitness Evaluation
Applicants must pass a medical examination by an authorized government physician, which includes vision, hearing, cardiovascular and mobility of extremities. In addition, applicants must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties.
Treasury Enforcement Agent (TEA) Test
Applicants must pass the Treasury Enforcement Agent examination and a report writing test.
If you have previously taken the Treasury Enforcement Agent exam (TEA) with another agency, you may submit a copy of your results to the Secret Service at the time of application along with the rest of your supplemental documentation. Determination will be made as to whether the rating score is valid and up to date.
Interviews
Applicants must pass a series of in-depth interviews.
Top Secret Clearance
Applicants must be able to obtain a Top Secret clearance. Applicants must pass a pre-employment polygraph examination, drug screening and extensive background investigation. Appointment
Initial appointment to the special agent position is normally made in the excepted service.
Pay and Work Schedule
Special agents are generally hired at the GL-7 or GL-9 grade levels depending on qualifications and education. Based on those grade levels and the assigned geographic area, the 2009 starting salary range is $43,200 - $73,354.
An additional 25% Law Enforcement Availability Pay (LEAP) will be added to locality pay. While assigned to field offices special agents are normally assigned to work a 40-hour (normal business) workweek (e.g., 9:00 a.m.- 5:30 p.m.), Monday through Friday. Due to the receipt of LEAP, special agents usually work an average of two additional hours per day. During certain assignment the hours worked by special agents will vary depending on the nature of these assignments, which include, but are not limited to, conducting criminal investigative and protective assignments and/or being assigned to a protective detail. Special agents are required to work hours other than normal business hours (e.g., 12 a.m.-8 a.m., 4 p.m.-12 a.m., 10 a.m.-6 p.m., 6 a.m.-2 p.m., 2 p.m.-10 p.m., etc.) with the addition to 2 or more LEAP hours, on a daily basis.
Training
Special agent trainees must successfully complete the 10 week Federal Law Enforcement Training Center's (FLETC) Basic Criminal Investigator Training program in Glynco, Georgia, and the 17-week Special Agent Basic Training program at the James J. Rowley Training Center outside Washington, D.C. Failure to pass either training program on the first attempt will result in separation from the United States Secret Service.
Firearm Proficiency
Newly appointed special agents, upon completion of training, are required to carry a firearm for the performance of their duties. Special agents will be required to maintain firearms proficiency.
Travel and Relocation
Newly appointed special agents may be assigned to duty stations anywhere in the United States. Throughout their careers, agents may experience frequent travel and reassignments to Secret Service offices located throughout the United States or liaison assignments in foreign countries. Candidates must sign a mobility agreement stating their willingness to accept assignments anywhere within the United States and overseas.
Conditions of Employment
Special agents will be required to carry out assignments in the areas of protection and investigations; work long hours in undesirable conditions on short notice; travel away from home for periods ranging from one to 30 days or longer. Additionally, special agents may be requested to work undercover assignments.
The special agent position is designated as a key position in accordance with Department of Defense Directive 1200.7.

BASIS OF RATING: If the applicant meets the minimum qualifications, he/she will be given the minimum earned rating of 70 points. Applicants will then be rated by a rating panel, a subject matter expert, or Human Resources Specialist as determined by the Agency designee at the time of the rating. A maximum of 30 points may be awarded for KSA responses. The minimum earned rating plus the earned rating for all the KSAs will be combined to arrive at the total earned rating. Eligible veterans who meet established criteria will receive additional points (5 or 10) added to their total score as a result of their military service as appropriate. The applicants with the highest scores will be referred to the selecting official for possible selection.
CONDITIONS OF EMPLOYMENT AT FEMA

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee`s official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.

Job Description
Duties and Responsibilities:

Operate designated systems. Install and operate all sensor systems assigned to BETSS-C and RAID as outlined by the Unit Commander assigned at each Area of Responsibility (AOR).
Advise the Unit Commander on the feasibility, functionality and capabilities of the Sensor Systems assigned to the AOR.
Perform preventive maintenance checks and services (PMCS) on each system and its components, IAW with the operators manual, technical manual and training materials.
Provide small group training to soldiers during Relief In Place/Take Over of Authority (RIP/TOA)
Using a troubleshooting guide, troubleshoot systems to find faults and then articulate the precise problem in order to repair the system.
Document incidents appropriately and forward to qualified supporting maintenance personnel as necessary. Maintain log of maintenance performed. Know the repair and reacquisition process, in Theater and AOR, of equipment that has been found faulty during PMCS.
Successfully complete the training for the designated systems.
Perform operator maintenance tasks, with sufficient technical skills to follow troubleshooting procedures and convey findings to a qualified maintenance individual.
Provide all necessary training to soldiers for operation of the Sensor Systems, as required.
Complete a minimum twelve (12) month tour in South West Asia(SWA) from the date of arrival in theater.
Be solely responsible for the Sensor Systems they are assigned to. The Soldiers that are trained on the systems can be utilized for shift requirements and assist in the installation, operation and maintenance of the equipment.
Work in conjunction with the unit commander on the ground to ensure all the unit's requirements for the Sensor Systems are met.

Required Qualifications: Knowledgeable and experienced in US operation centers in Operation Enduring Freedom (OEF) and/or Operation Iraqi Freedom (OIF). Bachelor's degree and 2 to 4 years related experrience; or equivenalent experience in lieu of Bachelor's degree.

Position Description :


This position is contingent and dependent upon the award of a contract.

Assures airfield lighting and high voltage distribution systems are operational and providing first response to malfunctioning or inoperative equipment/systems and related electronic controls and sensors including programmable logic controllers (PLC).

Inspects, troubleshoots, and repairs electrical systems and performs preventive maintenance when necessary.
Carries or otherwise transports tool box and/or cable, fixtures and other materials weighing up to 80 pounds.

Checks electrical equipment in utility building, e.g., switchgear (volts, amperages), emergency generator, battery room and indicating lights of master control panel and assures that high-voltage distribution feeders are energized.

If planned outage is underway ensures work is completed before restoring power, removes tags as dictated by Authority directives and advises his/her immediate Supervisor.

Responds to alarms on master control panel when major lines or equipment fail and investigates immediately, e.g., if breaker is tripped, determines possible cause and advises supervisor of incident and whether a second electrician is needed to assist in emergency repairs.

During evening and midnight shifts, inspects all airfield lights; relamps and repairs all deficiencies as necessary and identifies and informs supervisor of items in need of repair both verbally and through a daily log book.

Inspects electrical vaults and regulators that control airfield lights; replaces relays and circuit boards as required and logs the need for additional repairs and or materials needed. Inspects outside lighting (street, parking-lot and road signs) and records any that are unlighted.

Provides portable light plant and emergency generators on airfield as requested for possible accidents or mechanics working on equipment, as needed. As time permits, performs preventive maintenance such as cleaning runway surface condition sensors and rebuilding fixtures, relamps, etc.

Records trouble calls, lights out, equipment failures, etc., and the action(s) taken in detail.

Director of Programs is responsible for the day-to-day management of all operational activities for major contracts to achieve Company goals for revenue, contract, and financial performance. This position will have responsibility for directing development and implementation of policies and procedures that enhance operational effectiveness. Monitors and manages the quality and efficiency of the work performed, including technical issues and business processes. Coordinates activities with the Finance team (which includes Program Control, Compliance and Contracts to achieve operational goals and objectives). Reports directly to the President of the company.

The purpose of this position is to provide unity of effort, economies of scale, continuity of operations, resource conservation, and effective staff coordination in support of program operations. Responsibilities and Duties

• Coordination of day-to-day program staff-level activities
• Ensure all programs are in compliance with all policies and procedures
• Monitor all program/contract performance, deliverables and financial goals and objectives
• Maintain full program/contract staffing levels, including provisions for rotations and leave absences
• Support interface to Human Resources, Finance, IT and Security for the Program Managers
• Responsible for conducting costs and risk analyses, including project costs and Rough Order of Magnitudes (ROMs) for new tasks, and as needed, strategize for optimizing contractor cost activities
• Ensure problem resolution and client satisfaction
• Oversee business activities to ensure a high standard of professional excellence is maintained among staff members
• Direct business functions including approval of budgets, project plans, and subcontractor agreements
• Support new business activities with technical and operational support personnel while balancing the daily operations of the business
• Establish and communicate goals and objectives of the organization, defines methodologies, tasks and activities, and ensures overall coordination for cross-functional team

Experience and Skills Required

• 10 years of personnel and operational management experience
• Strong strategic management and planning skills
• Ability to represent company with internal and external clients
• Overseas deployment experience supporting the Department of Defense
• Experience in managing large program support staff
• Proficient in MS office and MS Project
• Exceptional writing skills and proposal development experience
• BA/BS Degree
• Minimum Secret level security clearance (TS Clearance Preferred)
