This position is covered by the NNSA Demonstration Project. Effective March 16, 2008, NNSA began operating under a Pay Banding and Pay for Performance Demonstration Project in which positions are classified by career path, occupational series, and pay bands (rather than the traditional General Schedule grades in the Federal Service). NQ-02 pay band is equivalent to the GS-9-12 grade levels. NQ-03 pay band is equivalent to the GS-13/14 grade levels.

NNSA's Demonstration Project allows the flexibility to offer exceptional candidates higher salaries than most other Federal agencies. Additionally, employees are eligible to receive an annual pay increase based upon performance.

When a NNSA demonstration project employee is selected through competitive procedures to fill another demonstration project position that is at the same pay band as their current position or has no greater pay potential, they may be provided under specific circumstances with a pay increase of up to 5% upon reassignment.

When a NNSA demonstration project employee is selected through competitive procedures to fill another demonstration project position that has higher pay potential then their current position, their pay generally will be increased by 8% unless a greater increase is necessary to set pay at the minimum rate of the normal range of the higher level pay band.

Duties

Additional Duty Location Info: Fort Smith, AR
Provides authoritative advice, guidance, and oversight of assigned training programs that support the safe and secure transportation of nuclear materials. In particular, will be responsible for the administration of special response force curriculum which incorporates a variety of firearms and tactical training courses. Responsible for curriculum development, course management, and actual instruction of firearms training such as live fire and precision rifle and tactical courses such as explosive, mechanical and ballistic breaching techiques and intermediate use of force (close quarters battle). As assigned, will support other areas of OST training such as physical fitness, technical equipment, emergency management, safety, first aid, driving, etc. Performs duties as a certifying official and conducts qualifications, evaluations, and testing. Participates in joint training exercises with other law enforcement and military organizations, coordinating exercises and serving as an instructor.



Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

To qualify for the NQ-02 level: Applicants must possess at least one year of specialized experience equivalent to the GS-7 level (NQ-01) for NNSA Demonstration Project employees) or a combination of GS-7 and NQ-01 level specialized experience in the Federal service. Experience serving as an adjunct instructor for courses that are fully developed or highly structured is acceptable. Such courses could include basic firearms training, standard communications, and other well defined/established courses. Experience in a leadership role with responsibility for providing on-the-job instruction and guidance on topics related to special response force curriculum such as firearms and/or tactics is also acceptable.

To qualify for the NQ-03 level: Applicants must possess at least one year of specialized experience equivalent to the GS-12 level (NQ-02 for NNSA Demonstration Project employees) or a combination of GS-12 and NQ-02 level specialized experience in the Federal service. Such experience must demonstrate the development, planning, and administration of training programs comparable to those used for the safe transportation and protection of nuclear materials and skill in various instructional techniques such as lecturing, writing, planning, coordinating, critiquing and counseling. The specialized experience must have equipped the candidate with the knowledge, skills and abilities (KSA's) to successfully perform the duties of the position at the specified level.

The person selected will be required to maintain all qualifications and certifications as mandated by DOE, NNSA, OST or other applicable regulations.

Foreign Internal Defense (FID) Exercise In North Carolina Area, Š.exercise dates are 15-27 Aug Š there are planning conferences 2-4 JunŠthen another after that which will be decided at the IPCŠ.which will probably be in Virginia Location..then another meeting after that before the FIDEXŠ.alot of the situation has already been completed but we need experienced Intel and OPS guys to help out the C2 and overall injectsŠ I will be working the Special Program/Activities side of the house and will be in direct contact with you every dayŠ.I have the biggest piece of the puzzle and will be giving a lot of input into your department of what needs to be sent out for daily SITREPŠ.

Full per diem and $500 a day during meetings and leading up to and through the FIDEX....it's hard to say how many days for sure until after the initial planning conference..but the exercise is 11 days plus a AAR day and then the previous meetingsŠI'm thinking around 25 days for full pay spread out thru the meetings to endex on 27 Aug. Full per diem at $143 a day for lodging and meals plus POV/Rental Car and gas to be included.

We should know by the end of the week if we won the contractŠ..follow on exercises throughout the brigades in NAVSPECWARCOM plusŠ.Šthen there are the OCONUS FID's we are looking atŠ..
