NATIONAL ORGANIZATION ON DISABILITY (NOD) CAREERS

Career Specialist Position Description
Background

Since the launch of the Global War on Terrorism, more than 4,400 service men and women, mostly soldiers in the U.S. Army, have been killed and over 37, 000 have been injured. Among the latter group, close to 7,000 have suffered injuries or trauma so severe that they qualify for the U.S. Army Wounded Warrior (AW2) Program. Amputation, post-traumatic stress disorder, blindness, burns, spinal cord injuries and traumatic brain injuries are the most common.

Once these soldiers complete their medical treatment and rehabilitation, most return to civilian life. There, they must address issues such as where to live, reintegration into their communities, adapting their homes to meet their needs, accessing medical and psychiatric care, and navigating the numerous, often confusing, benefit programs available to them. Army Wounded Warrior Program (AW2) Advocates, help veterans and their families with this full range of concerns. One aspect of this process that remains a challenge both to the Army and to veterans and families is the decision as to what kind of career to pursue following such significant disability.

NOD Careers Initiative

The National Organization on Disability (NOD) and the U.S. Army have a Memorandum of Understanding to implement NOD Careers, a three-site demonstration to provide career services to Wounded Warriors and their families after they retire from the Army. Regardless of the severity of their injuries, NOD and the Army believe that most Wounded Warriors have the need and capacity to become self-sufficient and “contributing members of their communities,” including work of various kinds. NOD Careers will assist these former service members acquire appropriate education and skills, support services and access to employment opportunities needed to resume old, or embark on new careers. The initiative will also provide career assistance to other family members as needed.

The initiative is being formally evaluated so that critical lessons from the demonstration are captured and shared with public agencies and nonprofit organizations that serve veterans, particularly those with injuries or disabilities.

Career Specialist

The Career Specialist is responsible for providing career services to Wounded Warriors that will enable them to move toward becoming self-sufficient, contributing members of their communities. In many cases, this will entail ensuring that Wounded Warriors are able to take advantage of services to which they are entitled; for example, AW2 veterans are eligible for education, training and employment services through the Departments of Veterans Affairs and Labor. In other situations, the Career Specialists will need to provide services such as resume writing, career assessment and planning, finding and applying to colleges or skill training programs, and job development – or find and link the veterans to other organizations that will provide such services. Each Career Specialist will be responsible for approximately 50 AW2 veterans (and their families, when needed).

Reporting to the NOD Careers National Project Director, the Career Specialist will work closely with the Army’s local AW2 Advocates, but will have lead responsibility for career services for veterans on the caseload.
The Career Specialist is responsible for working closely with NOD and Economic Mobility Corporation (EMC) staff to collect and enter data in both the AW2 and Mobility data systems, coordinate site visits and participate in meetings on the initiative.

Experience

The ideal candidate will bring knowledge in the following areas:

• Extensive experience providing career counseling and employment assistance to a wide range of people.
• Experience in or working with service members of the U.S. Army or other military branches.
• Familiarity with helping people with various physical and psychological impairments Private sector work experience or extensive experience working with employers.

Personal Qualities

Candidates should be:

• Self-starters. While the Career Specialists will work closely with Advocates, much of the time they will be working independently to meet the career needs of AW2 veterans and their families.
• Pro-Active. A central element of the AW2 Careers initiative is pro-activity. Career Specialists will reach out to veterans and their families, meet them in their homes, make and accompany them on appointments with educators/trainers and employers, and keep in active touch with veterans even when in school or employed. Flexible funds are available for veterans to attend career-oriented events or to provide for special needs (clothing, transportation, tools, etc.) that are not available through federal programs or philanthropic organizations.
• Outcome oriented. The AW2 Careers initiative aims to have every Wounded Warrior enrolled in meaningful activities: training/education, employed / volunteering or both. The initiative aims for veterans to attain and advance in employment appropriate to their education, skills, abilities, potential, and ambitions. These outcomes will be formally evaluated by EMC.
• Problem solvers. Achieving the initiative’s goals will require the Career Specialists to develop solutions to challenges they may never have faced before. Not much is known about how to help wounded warriors move forward in their careers; one of the goals of this demonstration is to learn what works and promote such approaches to others serving veterans and people with disabilities in general.
• Outgoing and engaging. Much of the success of the initiative will depend on Career Specialists’ development of strong relationships with AW2 veterans and their families, as well as a network of people in private companies, government agencies, and nonprofits who can assist them.
• Flexible and patient. This position is not for someone who prefers a predictable, 9AM-5PM job. In many cases, evenings and weekends may be the best time to meet with AW2 veterans and their families. In addition, while some veterans are eager to pursue further education and/or employment, it may take many months for others to be ready to do so.

Responsibilities

The Career Specialists’ responsibilities will include:

• Developing strong, collaborative relationships with AW2 veterans and their families with occasional visits in their homes.
• Maintaining an excellent working relationship with local AW2 Advocates.
• Developing strong relationships with employers, education/training institutions, federal and state agencies and service providers that can help meet the career needs of veterans and their families.
• Becoming knowledgeable about the range of government and private benefits that AW2 veterans may be entitled to and maximize their use.
• Working closely with staff at the National Organization on Disability and Economic Mobility Corporation on the implementation and evaluation of the initiative.
• Participating in meetings and briefings at AW2 headquarters in Alexandria, VA, and elsewhere as scheduled; participating in twice-yearly cross-site meetings of the three sites’ Career Specialists, Advocates, and others as invited.
• Ensuring that data and other information required for the program evaluation are collected on a timely and accurate basis and that personal data is secured.

Career Specialists must also have valid driver’s licenses and their own vehicles that can be used for driving to meet with AW2s as needed.

Salary and benefits
Salary is commensurate with experience and qualifications, with an excellent benefits package including health, dental, vision, long-term disability and life insurance; a 401 K plan; health and dependent care, flexible spending account; ten paid holidays and two weeks paid vacation.
