Windows Server Administrator

- VMWare Virtualization using vSphere 4

Mechanics will have the ability to complete maintenance tasks to at least the organizational (-20) level.

Tasks to be completed by the mechanics in include:

• Perform maintenance of SOF unique components of GMV IAW applicable references at a similar level;

• Perform all scheduled and routine unscheduled vehicle maintenance at the unit site;

• Perform engine, transmission and electrical troubleshooting and diagnostics on assigned equipment to determine required repairs;

• Repair tires and wheel assemblies;

• Repair, rebuild, or overhaul major assemblies of GMV IAW applicable TMs, which may include replacing worn or broken parts such as piston rings, bearings, or other engine parts; grinding and adjusting valves; rebuilding carburetors; overhauling transmissions; welding, sheet metal and/or fiberglass repair; and repairing fuel injection, lighting, and ignition systems;

• Reports to Maintenance Supervisor on the condition of vehicles at the unit site;

• In general, the work requires rounded training and experience usually acquired through a formal apprenticeship or equivalent training and experience).

• Mechanics will be responsible for maintaining tool kits, performing full inventory at the start and end of the PoP and completing monthly tool inventory reports

• Mechanic may support any equipment or unit vehicles present as required by designated customer Point of Contact (POC)

Incumbent, in conjunction with the Assistant Administrator, serves as the focal point through which program and project actions receive effective central coordination and decision. Fully participates with the Assistant Administrator in making resources decisions, establishing project and planning priorities, and administering the full range of project management. Ensures that appropriate long-range planning is coordinated and accomplished, and that there is effective and efficient use of available resources.

Incumbent represents the Assistant Administrator and Deputy Assistant Administrator at meetings, negotiations with key officials within and outside FEMA on major considerations within the area of FEMA's response capabilities, exercising authority to speak for and commit the Response Directorate to specific actions within the bounds of Agency policies and the priorities of the Assistant Administrator.

Directs and oversees the development and implementation of emergency operational policies, procedures, and procedural guidance in support of FEMA and Federal Government roles consistent with the National Incident Management System (NIMS) and the Incident Command System (ICS) to reduce the loss of life and property, and to protect the Nation from all-hazards, including natural disasters, acts of terrorism, and other man-made disasters.

Develop and implements programmatic policies and procedures for the operation of Headquarters and Regional Operations/Coordination Centers, including identification of operational requirements, processes for response to disasters, emergencies and catastrophic disasters, and development of interagency systems to conduct comprehensive situation assessments before, during, and in the wake of disasters and potential disasters.

Directs and oversees analyses and interpretation of reports received from Federal Coordinating Officers, emergency teams and other sources regarding the progress of field response operations: provides recommendations to the FEMA Administrator, the Deputy Administrator, Assistant Administrators, and other senior officials with regard to appropriate proactive or remedial actions that may be required.

Oversees the National Response Coordination Center (NRCC), National Watch Center, FEMA Operations Center (FOC), and interagency operational coordination. Manages the response team programs; develops and deploys the policies, procedures, and directions necessary for the effective and efficient operation of inter- and intra-agency national and regional response teams; directs and oversees the development, maintenance, and deployment of Incident Management Assistance Teams; administers the National Urban Search and Rescue System and oversees the development and implementation of policies and procedures for training, equipping, and standardizing, and deploying Task Forces.

Responsible for the FEMA’s intelligence functions and sharing operational information. Ensures that an integrated intelligence liaison cell for outreach to the intelligence community is fully integrated into the NRCC situational awareness responsibilities. Strengthens strategic information sharing relationships in order to maintain access to current threat intelligence information on an ongoing basis. Provides liaison and support for special events to include those designated as National Special Security Events.

QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

CONDITIONS OF EMPLOYMENT:

Persons selected for an initial appointment to a career SES position must have their executive core qualifications approved by a Qualifications Review Board of the Office of Personnel Management prior to appointment to the position.

Essential Knowledge:

Essential Education:

Ideally the company would be able to bring on ex Army, Navy and Air Force (one each) leaders who are familiar with the service organizations that deal with renewable energies but just as important, know how at the base level, these services are planned for and acquired. Sounds to me like an ex civil engineer who knows the acquisition process at the base level is best suited for this work. It also sounds like E-9/E-9 or 0-5/0-6 level work if I can put it in that perspective.
