Job Requirements, Mandatory:

A. Knowledge:

• Applicable Environmental Federal and State Laws, Rules, Regulations; familiar with legal documentation;

B. Skills/Abilities:

• Previous experience in the development of policy, procedure, guidance and training as related to Federal and Air Force Environmental programs and instructions


C. Education:

• Graduation from an accredited college or university with a bachelor's degree in chemistry, physics, biology, zoology, environmental engineering or science, public health, or other field related to environmental planning or management.
• Professional experience in the fields mentioned above or in the investigation and cleanup of hazardous materials may be substituted for education on a year-for-year basis.


D. Experience:

General:

One year of responsible professional work experience in chemistry, physics, biology, zoology, environmental engineering, public health or other field related to environmental enforcement, planning or management, which provides knowledge and skills appropriate to oil and hazardous materials environmental response enforcement, management or investigation. The work must have required the ability to apply the scientific laws and principles of the field and to investigate, interpret and evaluate environmental law and regulations.

Specialized:

Three years of progressively responsible professional experience or specialized training in environmental programs management, law, technology, chemistry, biology, zoology, environmental engineering, public health or other related legal, scientific or technical field, which required a knowledge and application of principles, practices and techniques of environmental programs management, law, and response skills appropriate to managing the cleanup of releases of oil and hazardous substances. The experience must have required the ability to: interpret and apply pertinent laws, regulations, administrative rules and policies related to the environment, environmental response actions for removals and remediation; establish and maintain effective working relationships with contractors, staff from federal and state agencies, and the general public; and give direction and guidance without supervision in specific environmental activities.

3. Substitutions Allowed

• Possession of a master's degree from an accredited college or university with a major in environmental law, physics, chemistry, biology, zoology, environmental engineering, public health, or related science, planning or environmental degree may be substituted for one year of Specialized Experience.
• Excess Specialized Experience may be substituted for General Experience.
• Possession of a Ph.D. in the fields mentioned above may be substituted for three years of Specialized Experience.


Other Requirements:

Must maintain a current HAZWOPER (Hazardous Waste Operations) 40-hour or 8-hour refresher certification
Possess a valid drivers license
Working knowledge of portable field analytical equipment, test kits, gas specific meters, photo and flame ionizing equipment, sampling equipment and personal safety equipment



A good working knowledge with computers and associated equipment, typewriter, facsimile, adding and calculating machines


Job Requirements, Preferred:

Actually performed the duties of an Environmental Manager on any existing Chugach contract site(s) for a period of not less than one year.

Prior experience at Fort Knox.

Description:The Personnel Recovery Program Coordinator will serve as liaison to the JPRA and act as the unit's primary manager for planning, training, and record-keeping. Contractor will maintain database and records to capture unit individuals' PR training and qualifications, verify the number of training slots available and provides the information to the unit training department, register unit members for training, complete administrative requirements for each student's departure and return, monitor training to ensure appropriate guidelines are followed and reports issues and potential problems to the COR. Contractor will provide oversight to equipment requirements validation, coordination, tracking, and issue After Action Reports to JPRA. Contractor will monitor unit emerging and ongoing operations. Conduct PR planning, coordination with JPRA to identify resources and capabilities available to support possible PR event. Provide written reports to requesting directorate or squadron. Provide information for emergency action plans to deploying personnel. Coordinate and facilitate information flow between unit and JPRA to activate PR resources and capabilities. Advise and assist with post deployment integration.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-12 level you must possess at least one full year of specialized experience.
