Description:
This is a part time position for Philadelphia, PA location.
Integrated Logistics and Supply Support
• Support continuous overview and develop cooperative program recommendations for Integrated Logistics Support areas, including training devices, support equipment, spares procurement/repair parts acquisition, shipment tracking, and management and tracking of publications.
• Develop and update unique spares Government Furnished Equipment (GFE) tracking systems and reporting, which reflects procurement and shipping activities by Naval Inventory Control Point (NAVICP), Defense Logistics Agency, Interim Supply Support Bondroom, Defense Transportation System, and Freight Forwarders.
• Assist NAVICP in MILSTRIP generation and provide customized spares and repair parts tracking to ensure procurement actions are being undertaken in a timely and cost effective manner.
• Assist in the contract review of spare items to be commercially procured. Analysis will include funding availability, lead times, quantities and consolidation of contracts to minimize costs.
• Provide research, analysis and recommendations on matters pertaining to manpower, personnel, and training.
• Attend and participate in meetings to support Supply/Logistics documentation and reporting requirements.
• Arrange for, coordinate, and track special international/U.S. express mail shipments of project materials and supplies

Education:
This position requires a Bachelor’s Degree in Business/Logistics or related field with a concentration in one of the life or physical sciences from an institution accredited through a U.S. Department of Education approved agency.

Required Skills:
This position requires a minimum of six (6) years logistics experience in the development of acquisition logistics products, logistics support analysis, and fielding of systems. A minimum of four (4) years supporting government acquisition program management teams is required. A minimum of five (5) years experience in logistics planning to include all supportability elements (manpower, training, Reliability, Availability and Maintainability (RAM), human factors integration, manuals, installation, fielding, etc.) to support implementation of the systems supportability strategies/plans. Ability to develop, update and amend acquisition logistics documentation.

High School graduate with 10 years of in-depth logistics or inventory management experience would be an allowable substitution for a Bachelor's Degree: to include planning, operations, supply, inventory control, information security, material shipments, maintenance, training, and database, spreadsheet, and word-processing software utilization. Knowledge of military standards and DoD guideline, supply chain background and logistics database experience is necessary.

Security Clearance:

Perception IR Special Services is seeking former senior Special Operations Forces (SOF) Subject Matter Experts (SMEs) to serve as combat advisors and provide direct support to the Army, Marine and other US Joint Forces in combat.

The SOF SME's serve as members of a multi-discipline team performing tasks directly related to the Global War on Terrorism, focused on countering improvised explosive devices.

The SOF teams work in remote locations; perform missions in a small unit, and accompanying US and Coalition forces into high-threat environments worldwide.

The SOF SME’s wear uniforms, carry weapons, and deploy to combat environments such as Iraq and Afghanistan for up to 120 days.

In CONUS, the SOF SME’s work remotely and travel in a TDY status to various military installations providing pre-deployment training and support to deploying units.

Qualifications: These are the minimum qualifications and will not be waivered

• Minimum of 10+ years of SOF experience.
• Extensive Special Operations and direct counterinsurgency operational experience in positions from Special Forces team member through Special Forces Battalion/Group level.
• Multiple combat tours at various operational levels that include a mix of direct combat, operational planning, training development and Operations-Intel fusion are preferred.
• Current TS/SCI Clearance.
• Excellent physical fitness level.
• Exceptional written and oral communication skills.

QUALIFICATIONS:

The EMT is clinically supervised by the site medical director or other physician extenders on the work site and ultimately reports to the HCSS-Iraq Program Manager
The EMT will be assigned to treat patients in one of three settings: (1) Field Health Unit, (2) Small medical/trauma hospitals, (3) Large medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician or physician extender.
Interviews patients, measures vital signs (i.e., pulse rate, temperature, blood pressure, weight, and height), and records the information on patients' charts. EMT may be required to draw and collect blood samples from patients and prepare specimens for laboratory analysis.
In some settings the EMT-P may be assigned a leadership role as Lead EMT-P.
The EMT-P will perform emergency skills, such as managing respiratory, trauma, and cardiac emergencies, and patient assessment. Typically, an EMT will deal with bleeding, fractures, airway obstruction, cardiac arrest, and emergency childbirth. EMT will use and maintain common emergency equipment, such as backboards, suction devices, splints, oxygen delivery systems, and stretchers.
EMT-P provides more extensive pre-hospital care than do EMTs. In addition to carrying out the procedures of the other levels, paramedics administer medications orally and intravenously, interpret electrocardiograms (EKGs), perform endotracheal intubations, and use monitors and other complex equipment.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year
REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:
• High School diploma, GED or equivalent education required.
• Completed an approved Emergency Medical Technician (EMT) course, and certification as a Paramedic.
• Received additional education and training in anatomy and physiology as well as advanced medical skills.
• Associate degree from a community college or technical school sufficient to prepare for the NREMT examination is particularly desirable.
• Clinical and EMT field experience.
• Familiarity with standard concepts, practices, and procedures within a particular medical care field.
• Sufficient EMT or related experience and judgment to plan and accomplish goals.
• Certification by the National Registry of Emergency Medical Technicians (NREMT) PLUS a State Paramedic License OR State Paramedic License, ACLS, PALS, PHTLS and CPR.
• Equivalent non-U.S/Canadian education, certification, diplomas and experience may be qualifying, after CHS/DOS RMO review.
• Maintain current certification in Basic Life Support (BLS), Cardio Pulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS) and Tactical Combat Casualty Care (TCCC).
• Experience as a Combat Medic or Navy Corpsman is desirable.
DUTIES AND RESPONSIBILITIES:
• Prepares treatment rooms for examination of patients.
• Provides care to patients. Assists patients with personal hygiene, nutrition, comfort, and safety.
• Maintains comfortable, orderly, safe, and clean environment.
• Prepares patients for examinations. Provides routine information related to medical treatments and procedures.

• Prepares examining rooms, selects and lays out medical supplies, maintains medical equipment.

OTHER DUTIES:
• All Health Care Providers (HCPs) will document care delivered and follow up care required.

OTHER REQUIREMENTS:
• EMT-P will require a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
• EMT-P will sign a CHS HCSS-I Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
• The normal workweek is established by the DoS Chief of Mission.

Job Duties: Provide medical support or “out of hospital care” in a tactical environment. TM will work under the supervision of a physician assistant, physician or nurse practitioner. The Health Care Service Support – Iraq Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.
SCOPE:
The Health Systems Administrator/Logistician (HSA/L) receives authority from, and reports directly to the Health Care Service Support – Iraq PM.
The HSA/L is responsible for assigned aspects of CHS service delivery objectives for the contract to provide Health Services Support to U.S. personnel, contractors, and authorized foreign nationals in Iraq. The CHS HSA/L will provide all the material, equipment, spares and repair parts and OEM/vendor support necessary to support health care delivery required by the HCSS-Iraq contract.
The HSA/L will equip, supply and sustain health care facilities in locations in Iraq prescribed by the Department of State (DOS) to meet operational requirements as identified in the HCSS-Iraq Performance Work Statement (PWS). The responsibilities of the Logistics Manager include the economic application of CHS resources required to meet HCSS-Iraq program commitments in concert and close coordination with other DOS contractors and activities.
The HSA/L prepares, negotiates and obtains approval for all associated contractor agreements including service level agreements (SLA) for the effective utilization of all contractor resources in service of the COM. The HSA/L serves as PM during the latter’s absence.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
QUALIFICATIONS:
Education
• BS degree in Business Administration, Health Care/Hospital Administration, Logistics Management or a field closely related to the accountabilities and responsibilities of the position
• Masters degree (e.g., MBA, MS Logistics Management) is highly desirable.
• An advanced professional logistics credential (e.g., Certified Master Logistician (CML), Certified Professional Logistician (CPL)) is highly desirable.
• 10-13 Years Experience as an Logistics Officer or Senior NCO (E-7 or above) in the US Army or Marine Corps may substitute for a Bachelor’s degree
Experience
• 7–10 years progressively responsible medical logistics management or functional management (e.g., Finance, HR, Contracts, QA) experience preferably with some experience in an OCONUS work environment. Health Care delivery in Southwest Asia as a military officer (O-4/O-5) or senior NCO (E-7/E-8) in a Health Care field is particularly desirable.
• The HSA/L must have experience applying FAR-compliant Material Acquisition and Procurement systems, processes and procedures. Must have extensive experience accounting for property acquired under US Government contracts.

14. CIED ADVISOR NTMA CJ-7 (Afghanistan)

1. PERSONNEL REQUIREMENTS:


1.1 Possess a current U.S. TOP
SECRET security clearance.


1.2 Minimum of ten (10) U.S.
military experience and have a background in the following disciplines:

2. SERVICES TO BE RENDERED: The CIED Advisor-NTMA CJ-7 CIED Division
shall support NTMA and will serve as an Advisor on the NTMA CIED Division
staff.


2.1 The CIED Advisor’s duty
station will be at Camp Eggers (Kabul, Afghanistan) in order to enhance the
inter-operability and coordination between CJTF Paladin, NATO Training Mission
– Afghanistan / Combined Security Transition Command –Afghanistan
(NTM-A/CSTC-A), and the U.S. Embassy, other U.S. agencies and the International
Security Forces Afghanistan (ISAF) C-IED Directorate and ISAF Joint Command
(IJC) C-IED Directorate. The CJTF CIED Advisor advises and coordinates with
numerous agencies to enhance the knowledge of how to defeat the IED threat and
develop a positive, cooperative environment for combating the IED threat to
Coalition Forces, Afghan National Security Forces (ANSF), Partner Nation
organizations and other U.S. Government agencies and organizations.





2.2 The CIED Advisor shall
support Joint Planning Groups, Crisis Actions Planning Teams and functional
working groups and shall assist with both tactical and non-tactical operational
planning as well as with special projects as required.





2.3 Assist in arranging workspace
and other support needed for incoming JIEDDO representatives.





2.4 Establish and maintain
interagency contact with appropriate representatives to include minimum
mission-essential secure, non-secure voice, video, fax, internet, intranet and
e-mail capabilities.





2.5 Support and assist partner
representatives and staff elements with C-IED expertise during times of crisis.





2.6 Assist with planning and
preparations for all JIEDDO related visiting dignitaries when they are
scheduled for Camp Eggers orientations.





2.7 Provide input to operation
order and campaign plan development IAW standards outlined in joint
publications. Contractor employees will never be authorized to sign or approve
plans, orders or fragmentary orders.


2.8 Provide input for, assist in
preparation of and present C-IED briefings as required and brief operational
plans and concepts as necessary. The COR or other Government representative
will resolve questions/ambiguities that may arise during these briefings and is
ultimately responsible for the content of plans/orders.





2.9 Participate in C-IED staff
meetings and related workgroups.





2.10 Assist in assessing current
and future operation planning initiatives.





2.11 Frequent travel in and
around the AOR, will be necessary in order to meet the requirements outlined
above. As such, contractor is required to be eligible for arming, with weapons
provided by CJTF Paladin as necessary. The contractor must also maintain proper
qualification to operate vehicles as required supporting the frequent required
travel.





2.12 QUARTERLY PROGRESS REPORTING REQUIREMENT: The Contractor shall
submit quarterly progress reports. Progress reports shall be submitted to the
COR and Contracting Officer within 5 working days after the end of the
reporting period in Microsoft Word format. Each progress report shall contain a
description of the work performed during the reporting period just ended; work
to be performed during next reporting period to include a projected delivery
schedule, any planned travel; any problems encountered with proposed corrective
actions and a statement about the potential impact of the problem and any
government action requested.





3. WORK
HOURS: The contractor shall work a duty day of twelve (12) hours a day, seven
(7) days a week.





4. PLACE OF DUTY: Primary Place of Duty is
the Camp Eggers in Kabul, Afghanistan. Routine travel may be required while
conducting vulnerability assessments as installations in Afghanistan. These
locations may be US or Coalition Controlled bases.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-13 grade level you must possess the following:
One year of specialized experience in developing and maintaining a comprehensive knowledge of the statutes, regulations, federal rules, local rules, and ethics pertaining to litigation and administrative adjudicatory forums. Stanley Associates (wholly owned subsidiary of CGI Federal) is looking for a Medic Trainer (MRAP Ambulance Field Service Representative) to work in our N. Charleston, SC or Overseas location. The MRAP Ambulance Field Service Representative is responsible for providing New Equipment Training (NET) for the ambulance variants of the MRAP Family of Vehicles (MRAP FoV) as well as the casualty evacuation capabilities resident on non-ambulance variants of the MRAP FoV. This consists of, but not limited to preparing the MRAP Ambulance and the MRAP Medical Equipment Set (MRAP-MES) for fielding, providing classroom and hands-on training on the Medical Mission Package (MMP), and the employment of the CASEVAC Conversion Kits.

Specific Duties:

• Conduct inventory of the MRAP-MES and track and report equipment and MES issues
• Install and integrate the MRAP-MES inside the MRAP Ambulance
• Track and report non-mission capable pre-fielded ambulances
• Conduct functional verification of patient berthing system to ensure the system can transition into all patient load configurations
• Conduct a thorough functions checks of ambulance system components
• Ensure all patient safety devices are present and function correctly
• Ensure all installed GFE does not interfere with Medical Mission Package functionality

Requirements

High School Diploma or GED Equivalent and a minimum of 15 years directly related work experience as a Senior Non-Commissioned Officer MOS: 68W 40/50 (equivalent of a Sergeant First Class or Master Sergeant) in the U.S. Army or other U.S. Military service equivalent required.

Additional Requirements

• Ability to successfully complete the Stanley Background Investigation to include; 50 State Criminal, Education, Employment, Credit and Driving Records Checks for continued employment.

Duties and Responsibilities: The principal duties of an Equipment Operator consist of operating and
assisting in the maintenance of all equipment associated with coal handling operations, barge loading/unloading operations, limestone and gypsum handling operations, ash re-burn operations and various other yard activities as needed. This will include operating locomotives, railcar positioners and car dumpers; rail and electrical switching; indoor and outdoor stacker and reclaiming facilities; coal samplers; coal conveyor systems; and operation of bulldozers, front end loaders, tractors, other heavy equipment and plant service vehicles. The Equipment Operator will move and compact coal on the outdoor storage piles and reclaim coal as needed, operate baghouse systems, coal transfer systems, fugitive dust control systems, fire protection systems, plant water treatment systems, vacuum trucks, back hoes, skid loaders, and any other miscellaneous mobile plant equipment.

Equipment Operators perform periodic maintenance inspections and assist maintenance personnel with equipment and routine repairs. This may include the changing of air, fuel, water and lube oil filters; packing equipment; valve replacement; lubricating and greasing equipment; proper disposal of drain oil; and replacing belts, etc.

Equipment Operators are expected to assist in keeping the grounds in good repair. This may include painting, sweeping, janitorial work, cleaning, shoveling coal spills, filling and grading yard areas, removing ice and snow, trimming shrubs, and mowing grass.

The Equipment Operator will isolate equipment, perform electrical switching and participate in the administration of the Protective Tag Procedure. The Equipment Operator will troubleshoot, correct malfunctions, and assist in the maintenance of equipment, including conveyor systems, pumps, valves, fans, air compressors, drive components and water systems.

Equipment Operators must be capable of wearing respiratory protection.
