8. GS-0460/0462-10/11 Forest Service Representative (Warren, PA)

The Allegheny National Forest is outreaching for a Forest Service Representative (FSR) position. The purpose of this Outreach Notice is to determine the potential applicant pool for this position and to establish the appropriate recruitment method and area of consideration for the advertisement (e.g. technical or professional series, target grade or multi-grade and government-wide or DEMO).

The duties of the FSR position include: give and receive notices regarding performance of timber sale contracts, accept work specified in the contract as completed, designate a Sale Administrator and Harvest Inspector as needed to assist in the administration of the contract, release payment units for cutting, resolve differences concerning interpretation of the timber sale contract, refer unresolved differences to the Contracting Officer, and track sale administration training needs. This position will report to the Timber Contracting Officer.

The duty station will be the Forest headquarters in Warren, PA.

ALLEGHENY NATIONAL FOREST
The Allegheny National Forest is headquartered in Warren, Pennsylvania and has two Ranger Districts. The Marienville Ranger District is located in Marienville, PA and the Bradford Ranger District is located in Marshburg, PA. The 513,000-acre Forest is the only national forest in Pennsylvania and lies within a day’s drive of 1/3 of the Nation’s population. It includes two Wilderness areas, two National Scenic Areas, two National Wild and Scenic Rivers, and the Tionesta Research Natural Area (the largest contiguous tract of old growth forest in Pennsylvania). A variety of recreation activities include boating, camping, hunting, fishing, ATV riding and snowmobiling that result in about 4 million recreation visitor days annually. The 12,000-acre Allegheny Reservoir provides boating, camping, and fishing opportunities. Roughly, 1/3 of the world’s supply of black cherry furniture veneer is grown on the Allegheny National Forest, resulting in a profitable timber program. Abundant fish and wildlife provide a variety of hunting, fishing, and viewing opportunities. The changing colors of the hardwood leaves each fall provide spectacular views.

COMMUNITY
Warren and the surrounding communities of Bradford, Kane, Ridgway, Marienville, and Tidioute are located in northwestern Pennsylvania. Main access to Warren is US Route 62 from the north or south and US Route 6 from the east or west. The area’s climate provides a classic display of the four distinct seasons. Summers are warm and moderately humid with average temperatures of 75 to 80 degrees. Fall provides panoramic views as the foliage turns spectacular colors of yellow, red and purple. Springtime brings alive the many blooming wild flowers and other natural vegetation. The winters are moderate with average temperatures of 20 to 25 degrees. Annual precipitation is about 40 inches.

Downtown Warren is currently undergoing a revitalization effort.

Residents of Warren County have access to five public libraries, each reflecting the unique communities they serve. A Public Libraries of Warren County card can be used at the Sheffield Township Library, Sugar Grove Free Library, Tidioute Public Library, Youngsville Public Library, and Warren Public Library. These five libraries cooperate to provide services and programs that benefit all residents of Warren County such as the “One County, One Book” program, a combined web-based public access catalog of all holdings and access to the 45 databases included in the PA POWER Library.

Warren County is home more than 70 religious organizations representing 18 different denominations. Bradford, Kane and Warren have a general hospital, with several medical clinics, ambulance service, physicians of all specialty areas, dentists and nursing homes throughout the region. Silverback7, Inc. is seeking Counter-IED experienced All Source Intelligence Analysts with active TS/SCI clearances to work as a member of a government-contractor team providing analytical support to the National Ground Intelligence Center’s Counter-IED Targeting Program (CITP). The analysts will produce intelligence assessments and target support packages. The work location is Charlottesville, VA with approximately 50-75% deployment to CENTCOM area of responsibility.

Analysts will conduct all-source fused intelligence analysis of insurgent networks and associated technical signatures to support counterinsurgency operations. The analyst will work as a member of a team providing analytical support to the Counter-IED Targeting Program (CITP). The position entails deploying OCONUS as a member of an analytical team for approximately six-months (required) to one-year (if desired) deployment rotations. The successful candidate will possess tactical intelligence experience and with a mix of both tactical and strategic experience ideal.
PRIMARY RESPONSIBILITIES:
•Produce intelligence assessments and target support packages (TSPs).
•Perform Pattern, Trend and Link analysis.
•Analyze message traffic and IED reporting.
•Research, review, evaluate, and integrate all-source data to contribute to and/or produce draft and finished all-source assessments.
•Provide expert all-source research, analysis, and intelligence analytical products.
•Maintain and update databases
•Produce regional assessments.

MINIMUM REQUIRED QUALIFICATIONS:
•High School Education and experience as an all-source intelligence analyst.
•Experience developing all-source intelligence assessments to support counter-IED efforts.
•Formal service training as an intelligence analyst.
•Proficient in the use of computer tools common to the intelligence community such as; DCGS-A, Pathfinder, M3, Analyst Notebook, Falcon View, AMHS and others.
•Currently possess an active DoD TS/SCI security clearance.

Complete Description: The Portal & Data(Knowledge Management) Service Line Manager will be responsible for managing the impact of future service enhancements, performing requirements analysis, defining service levels/metrics and providing cost recovery strategies for the End User Support Services line offering. The Service Line Manager will provide the service enhancements and cost recovery strategy in a structured business architecture approach. The Service Line Manager shall capture and integrate IT/Business requirements from the Agency’s two/three letter organizations and the Service Operations Managers to deliver a forward looking (quarterly and 18 month) Service Portfolio view. The Portal & Data Service Line Manager proactively monitors line of business operating performance for the MDA IT organization. Collaborates with the Business leaders to research plan variances, analyze cost trends, adherence to MDA IT Portfolio strategy and monitors other metrics such as pricing/cost trends. The Service Line Manager also proactively identifies and recommends solutions to improve the health of specific lines of business and leads all line of business-related activity as the technical expert and primary resource within the IT organization for specific lines of business.
Minimum Requirements: The ideal candidate must be knowledgeable of Information Technology disciplines and industry trends, must be able to demonstrate and articulate efficiency and effectiveness of the Service Line Models established in past endeavors. Demonstrated oral, written and interpersonal skills including facilitation and group presentation skills are a must. Minimum Requirements:
High school diploma or equivalent is required.
Experience in the following areas; Avionics, Instrumentation, Intelligence, Surveillance and Reconnaissance (ISR), Airframe, and Powerplant systems.

Desired Experience; Three (3) years verifiable Avionics/ISR experience. Previous experience on turbo prop aircraft; Merlin/Metros, CASA 212 or Jet Stream 31/42, Beechcraft King Air, or other TPE 331 experience preferred. Certified by the FAA with a current Airframe and Powerplant Mechanic (A&P) and General Radio Operators License (FCC) is desirable.
